Minutes for July 2, 2008 Selectmen’s Meeting

Members Present:  Jean C. Harmon, Clifford L. Emery, Robert C. Libby, Daniel T. Collomy and Linda W. Pulsoni.

Others Present:  Gordon Lane, Larry Miller and Peter Pinkham

Business Meeting Agenda – 7:00 p.m.

1.      Call to Order.

The Meeting was called to order at 7:03 p.m.

2.      Approval of Prior Meeting Minutes.

Selectmen’s Meeting Minutes June 25, 2008.  Approved 4-0-1.

3.      Discussion held between 5:00 & 7:00 p.m.


Executive Session 5:46 – 6:17 p.m. regarding a personnel issue.



4.      Review of Correspondence.

·       Maine DOT Planning Newsletter from Bureau of Transportation – Re:  Update on demands of Department of Transportation
·       Weekly Update – Maine State Issues presented by Representative Don Marean’s Newsletter
·       Letter from Richard B. Brown, York County Manager – Re:  Surplus County property items
·       Monthly Newsletter from Saco River Cable TV regarding community activity



5.      Review of Projects and Issues.

Selectman Libby reported that he has been working on assessments and interviewing candidates for Fire Chief and Recreation Director.

Selectman Collomy reported that he has been moving flags.

Selectman Emery stated that the parking lot for the New Town Garage will be paved July 7.

Selectman Harmon reported that a second round of interviews will take place soon for the Fire Chief position.  She also stated that the Town has lost its bulk mailing rate and the Selectmen are looking for options to mail the Newsletters.



6.      Old Business.

The presentation for the Boston Post Cane will take place at 6:00 p.m. on July 23.  Murray Eaton will be presented the cane.




7.      New Business.
        
Selectmen Harmon stated that there is a meeting on July 10 at 6:30 p.m. regarding Keeping Neighbors Warm program.


8.      Executive Orders.

E.O.080907003 – An order to approve the purchase of a Toshiba 453 photo copier from Portland Computer Copy, Inc. at a price of $5,995.  Approved 5-0.


9.      Executive Orders by Initiative.

E.O.080907004 – An order to accept the resignation of Chief Jody Thomas effective July 20, 2008 and to authorize the Board Chair to execute appropriate documentation providing the Chief with 9 months severance in appreciation of years of service.  Approved 5-0.




10.     Accounts Payable and Payroll Warrants.

E.O.080907001 -- An order approving expenditures as documented in Accounts Payable Warrant #01-09.  Approved 5-0.

E.O.080906002 -- An order approving expenditures as documented in Payroll Warrant
#01-09.  Approved 5-0.

11.     Next Meeting of the Board.


Monday, July 7th Interviews – Recreation Director at 6:00 p.m.
Selectmen’s Meeting Wednesday, July 9, 2008 at 7:00 p.m.


12.     Other Business.

Friday is July 4 and the Town offices will be closed.  The Transfer Station will be open on Saturday.





13.     Public Comments and Questions.

Community day is Saturday July 19 at Tory Hill.  May Schumacher gave a presentation of the events for the Community Day.  She also thanked the sponsors, the Committee and others that have helped make the event happen.

Larry Miller asked the Selectmen to explain why two high level positions are vacant and why the individuals are leaving.  Selectman Harmon stated that the Fire Chief was in his probationary period and said that he was not the fit that the Town was looking for.  Selectman Harmon said that she could not discuss the Police Chief position.

Larry Miller asked where the 9 months severance pay was coming from as it was not budgeted.  He also wanted to know what authority the Selectmen had to provide 9 months of severance without the Town approving.  Selectman Harmon stated that at this time the budget is not overdrawn for the 9 months of salary.  She also stated that the Selectmen do have the authority to enter into agreements.
